Club Rules


The Club shall be called Club 3000 Bingo and is hereinafter referred to as “The Club”.

1. The objects of the Club are to afford to members facilities for meeting one another, for playing of games, including lawful gaming within the provision of the Gaming Act 1968, or any statutory amendment or re-enactment thereof for the time being in force, and for such functions and entertainments as the Club shall decide.

3. The Club is a proprietary Club, the Proprietor being Fraser Capital Management Limited, registered office being; Fraser Capital Management Ltd, Club 3000 Bingo, Poplar Bank, Huyton, L36 9US

4. The Proprietor shall be responsible for the provision of a Manager and Club premises at such place or places as it may in its absolute discretion select and everything reasonably necessary for carrying on the Club in accordance with its objects and these Rules.

5. The Proprietor may delegate the management and running of the Club to such of its officers and servants as it deems fit and such delegation shall confer all the powers of the Proprietor expressed or implied in these Rules on such officers and servants.

6. Every applicant for membership of the Club shall have attained the age of 18 years and shall apply for membership in such form, as the Proprietor shall determine.

7. The Proprietor reserves the right to reject applications for membership at any time without stating any reason.

8. A membership card will be issued to each accepted applicant. Membership cards are not transferable and must be produced by members upon entering any of the Club premises.

9. There shall be kept at such place or places as may be designated by the Proprietor a register or registers of members at the Club.

10. Subject only to any prohibition restriction imposed by a Licensing Authority, bona-fide guests of members may be admitted to Club premises. Where guests are admitted under this rule, members undertake to carry out any introductory procedure as may be required by the Proprietor and to be responsible for the behaviour of their guests whilst on Club premises.

NO person shall be admitted as a guest who would not be eligible for membership.

11. The Manager, or any person for the time being acting as the Manager, may exclude from the premises or refuse admission thereto or eject there from, any member or guest without assigning any reason for such exclusion, refusal or rejection.

12. The Manager, or his duly authorised deputy, shall have power to terminate the membership, or to caution, suspend or request the resignation of any member without assigning any reason therefore.

13. A member of the Club who is excluded, refused admission or ejected, or a member who is cautioned, suspended, or requested to resign, or whose membership is terminated, shall have no claim whatsoever in respect thereof against the Proprietor of the Club.

14. No gaming, other than lawful gaming authorised by the Proprietor, may be carried on at any Club premises.

15. At any Club premises where lawful gaming is carried on: -
It shall be conducted on such days and at such times and in such manner at each Club premises as shall be determined by the Proprietor and the days and times and manner of play so determined shall be prominently displayed on the premises.

There shall be such admission or other charges to take part in the gaming as the Proprietor shall determine in accordance with Regulations made under the Gaming Act 1968.

All money which players put down as stakes, or pay by way of losses or exchange for tokens used in playing the game shall be returned to players as winnings, provided that the Proprietor shall have no legal liability towards any player or players for the payment of winnings.
 
16. Members must not offer gratuities to any employee in connection with any facility, game or the playing of any machines on the premises.

17. A member shall be entitled to all the benefits and privileges of the Club and shall be bound by these Rules, but shall have no proprietary rights in any of the premises or property of the Club.

18. The Proprietor, its servants and agents shall not be liable to any member or guest of a member for any loss, damage or injury suffered by them or to their property howsoever the same may be caused save that the 

Proprietor, its servants and agents shall be liable for any loss arising from their negligence.

19. The Proprietor shall have power at any time to dissolve the Club and shall have power at any time to close any of the Club premises and members shall have no claim of any kind whatsoever against the Proprietor or its servants or agents, in respect of or arising out of such dissolution or closure.

20. The Proprietor may at any time repeal, amend or add to any of these Rules. Notice of such repeal, addition or amendment to any of these Rules shall be given to members by exhibition thereof in the Club premises.

21. The Proprietor shall be the sole authority for the interpretation of these Rules.

Whilst the Proprietor will take every reasonable precaution to ensure all games are played and prizes allotted in accordance with the Rules for Playing Bingo, participants in the game do so on the express understanding that the Proprietor his servants and agents are not held responsible if results and / or prizes are affected by the failure of equipment (including T.E.D. - The Electronic Dabber & P.E.T. – Portable Electronic Ticket), the misprinting or incorrect provision of cards or tickets, failure of employees or other staff to perform duties or the actions whether improper or otherwise of third parties. On any such occurrence, the decision of the Proprietor is to be binding upon the participants notwithstanding any statement or statements made by his agents or servants either prior to or subsequent to the decision of the Proprietor. In the event of such occurrence happening all prizes awarded are subject to re-scrutiny and any participant who received a prize undertakes to refund it if, in the opinion of the Proprietor, it has been incorrectly awarded.

RULES FOR PLAYING BINGO

1. Prior to the start of any session, players should check that they have their membership or guest cards with them, that they have the correct Bingo tickets (including correct payment for TED & PET’s) for that session and that the paper tickets are complete and undamaged. 

2. Prior to the start of each game, the players are advised which section is in play and which line, lines, or other combinations must be completed to win.

3. Admission fees are set out as per the Admission Notification, and participation fees are set out as per the Charges To Play Notice.

4. The Caller selects, by operating either a random selector or a ‘blower’ motor or other similar apparatus, a number within the permutation of the card in play and announces each number so selected. The number is deemed to have been called immediately the Caller commences to speak, whether he / she begins with words descriptive of the number or simply announces the figure or figures of the number. 

5. If the number called is printed on the line or one of the lines in play, the players concerned mark that number, but leaving the number sufficiently legible to be easily checked beyond dispute. (TEDs and PETS must be used in accordance with their instructions of use).

6. The numbers called are shown on an indicator board. In the event of a discrepancy between a number or numbers announced by the Caller and those shown on the indicator board, then the number shown on the display on the random selector (or, in the event of the use of a blower, on the ball) shall prevail.

7. The first person who marks off all numbers on the line or lines or other combination in play must call out, claiming the prize, before the next number is called. A player forfeits any right to a prize for the game if he / she fails to do so before the next number is announced by the Caller, as a winning card must contain the last number called. The last number called must be within the game being played at that time. It is the player’s responsibility to make him / herself heard by the Caller, or, in the case only of players in a separate room or annexe, the employee in control of that room or annexe.

8. The player claiming a prize must produce his/ her book or card for inspection by such persons as the Proprietor may decide and must also produce his / her membership card or guest card. If he / she fails to produce these documents, he / she shall forfeit his / her right to any prize. (TEDs and PETS must be used in accordance with their instructions of use in claiming the prize)

9. Should more than one player be entitled to call, claiming a prize, and does so in accordance with these Rules, then the prize money for the game in question shall be equally divided among the winners of that game. In the event of the prize consisting, in whole or part, of a non-monetary prize this shall be carried forward to another separate game or be the subject of a play-off or be substituted by a cash alternative at the discretion of the Proprietor, as previously announced.

10. Where more than one game is played on the same card, for example 2 lines across leading to a full house, the second of the games cannot be won until the first has been completed and at least one further number called. 
Claims will not be accepted for interim prizes (i.e. one line, 2 lines etc.) after the first number of the next stage of the game has been called. At the conclusion of the game, no further claim will be accepted after the Caller has declared the game closed and / or the indicator board has been cleared.

11. In the event of an equipment breakdown, which prohibits the playing of a game, or the continuation of a game in progress, all numbers called shall stand while the game is continued on some other form of equipment.

12. Certain special games may have different rules of play and these are displayed separately.
 
13. Employees of the Club are not permitted to play Bingo (whether in person or by proxy) at any time on the premises where they are employed nor may they take part in Link Games at premises linked with their base Club premises.

Duplicate Tickets / Electronic Bingo

In the event of duplicate tickets being issued by mistake, the prize money for that game will be “Shared” between the winners. In the event that there are duplicate tickets on the electronic Bingo devices, the Prize money will be “Shared” between the winners.

In case of dispute, the decision of the Duty Manager is final, except as to matters dealt with in the General Disclaimer displayed on the Club Notice Board.

RULES OF PLAY PRIZE BINGO
(Cash & Non-Cash Prizes)

1. The Club Rules for playing Bingo shall apply to Prize Bingo except where altered by these rules. 

2. A coin or coins representing the stake money should be inserted in the slots provided. The insertion of the coin(s) will activate the visual indicator light on the top of each playing position, which will be accepted as proof of payment and is a pre-requisite of any winning claim.

3. The Caller selects individual numbers by operating either a random selector, or a ‘blower’ motor or other similar apparatus, announcing in turn each number and its colour. The number is deemed to have been called immediately the Caller commences to speak, even if he / she has only begun with words partly descriptive of its colour. The Caller will complete any such call before entering a claim.

4. If the number called is shown on the board, the player closes the shutter (or covers the number with a disc). The player who first completes any one line across, down or diagonally across the board or such other combination as shall be advised prior to play must call promptly claiming the prize. It is the player’s responsibility to make him / herself heard by the Caller and have his / her claim checked.

5. The prizes won will be advertised, and announced, by the Caller whether it is a cash or non-cash prize. Non-cash prizes include items such as vouchers or goods. In the event of one or more winners a cash prize will be shared equally, a non-cash prize will be substituted for an equal amount of alternative (lower value) non-cash prizes.

In the event of any dispute the Duty Manager’s decision is final. 

RULES OF PLAY CASH & LINKED CASH BINGO

1. The Club Rules for playing Bingo shall apply to Cash Bingo except where altered by these rules. 

2. A participation fee at the rate indicated on the Charges To Play Notice will be charged for each game.

3. A coin or coins representing the stake money should be inserted in the slots provided. The insertion of the coin(s) will activate the visual indicator light on the top of each playing position, which will be accepted as proof of payment and is a pre-requisite of any winning claim.

4. The prize money for each game is calculated by multiplying the number of players by the stake. In the case of Linked Cash Bingo the caller will announce the total number of boards / positions in play and the prize money to be won.

5. The Caller selects individual numbers by operating either a random selector, or a ‘blower’ motor or other similar apparatus, announcing in turn each number and its colour. The number is deemed to have been called immediately the Caller commences to speak, even if he / she has only begun 

with words partly descriptive of its colour. The Caller will complete any such call before entering a claim.

The player who first completes any one line across, down or diagonally across the board or such other combination as shall be advised prior to play must call promptly claiming the prize. In the event of one or more players being entitled to call, claiming a prize, and have done so in accordance with these rules, then the prize money for the game in question will be divided equally among its winners. All winning boards will be checked by the Caller and verified as a winning claim to the prize money displayed.

8. In the event of any dispute the Duty Manager’s decision is final. 

RULES OF PLAY LINK GAMES

1. The Club Rules for playing Bingo shall apply to the ‘Link Game’ except where altered by these rules. 

2. The game will be called from the Control Club and the Control Club will be designated before commencement of the game.

3. As well as the Link Game, a separate local game or games of Bingo may be played in each participating Club for monies staked by the players in respect of those games, which could be played on separate tickets or pages in a book, or on the reverse side of the ‘Link Game’ card, or with the use of TED’s and PET’s. 

4. In order to ensure that the link prize does not exceed the weekly legal limit in any week, the stake money is allocated by the Control Club to the ‘Link 

Game’ and local games in proportion to the number of cards sold in each premises taking part. 

5. In the event of technical faults, either: -

A - the ‘Link Game’ will be closed down and each Club will play its local game(s) on the relevant card(s) for the money staked in that particular Club; or

B - those Clubs which are able to continue the ‘Link Game’ will do so (and the stake money will be adjusted accordingly) and the Club(s) unable to continue will play a local game.

 In all situations Link prizes awarded prior to the breakdown will stand.

6. It is the player’s responsibility to make him / herself heard:

A - in the case of players in the Control Club, by the Caller;
B - in the case of players in the receiving Club, by the Caller or Duty Manager at the microphone, and
C - in the case of players in a separate room or annexe, by the employee in control of that room or annexe.

7. In the case of dispute on the ‘Link Game’ the decision of the Control Club is final, except as to matters dealt with in the General Disclaimer displayed on the Club Notice Board. 

CASHPOT RULES PLAYERS RULES

The Game will be known as 'Cashpot Game' (CPG)

This CPG will be played in accordance with the provisions of the Gambling Act 2005, but it will be played via Digital Link System.

Cashpot Jackpot Game: refers to a declared jackpot played on the Cashpot Game.

If a Jackpot Game, or any other authorised game, is being played then specific Rules will apply and will be displayed within the club.
'One Line prize' means the prize first played for in the Cashpot Game(s).
'Two Line Prize' is the major prize played for after a valid One Line winner has been found.
'Full House Prize' is the major prize played for after a valid Two Line winner has been found.

Where the Organiser declares a Jackpot prize the conditions applicable for the winning of such Jackpot will be displayed in the club prior to the selling of the tickets for that game.

The Game will be played in each of the clubs at the agreed time and will be called and checked in each club via the Digital Link System.

The Game will be played only on tickets authorised by the Organiser.

The CPG can be played either in the traditional way using paper CPG Tickets or electronic bingo terminals using electronic CPG Tickets or a combination of the two as decided at each participating club.

For the purposes of these Players' Rules, where it is not specifically described as a paper ticket or an electronic ticket, a reference to a "CPG Ticket" is a reference to both a paper ticket and an electronic ticket and a reference to "EBT" includes the electronic bingo terminal on which the player plays the Cashpot Game, the equipment associated with that terminal (wherever it is situated) and all relevant software.

The playing of bingo by using an EBT will be in accordance with the "Code of Practice covering the use of Electronic Bingo Terminals" as from time to time issued jointly by The Gaming Commission and The Bingo Association and 

where relevant the provisions of that Code of Practice will prevail over the provisions of these Players' Rules.

During the playing of the Cashpot Game these Rules supersede house rules.
Only customers of participating clubs are eligible to take part in the playing of the Cashpot Game.

YOUR RESPONSIBILITIES

Players must check when they buy their CPG Tickets that all numbers are legible. If playing on an EBT, players must check that the EBT on which electronic tickets are to be played appears to be operating properly. If the EBT appears not to be operating properly, then the Player must contact the Manager. Failure to follow these procedures may render Prize claims to be null and void.

The CPG is played live as a One Line Game, a Two Line Game and a Full House Game and where declared a Jackpot Game or whatever sequence of games the Organiser deems appropriate and permitted by law. The numbers called are a random sequence. The same sequence will be transmitted to each participating club and will be called by a Control Club via Digital Link System.

Before the CPG is played, players will be notified of the amount of the One Line Prize, Two Line Prize, Full House Prize and the Jackpot, or any other format, if played. The amount of all prize money is subject to check, validation and adjustment and all clubs completing the Game.

The numbers will be called three times using the proper name first, e.g. 
("twenty-one", "two and one", "twenty-one"). Once any syllable of the number has commenced to be called that call must be completed and shall be deemed to be the last number called.

Players must mark off the numbers called on their ticket(s) in such a way that the ticket(s) can be easily checked, thus avoiding the possibility of a dispute. The Serial, Plate and Pattern number on all tickets must remain legible at all times.

Players playing with electronic CPG Tickets must operate the EBT in the appropriate manner so that it will in consequence mark off the numbers called on the ticket display of the EBT unit.

The first player who marks off all the numbers to complete One Line, Two Lines, or a Full House game, dependent on which game is being played, must call out and stop the Game.

NOTE: Live Link Games
It is the responsibility of Players to stop the playing of the Cashpot Game in order that the appropriate staff have time to relay that claim to the calling club so that a ticket claimed to be a winning ticket is checked before the next number is called. Accordingly each Proprietor shall ensure that no Manager (or any other staff employed at an Affiliated Club) accepts any responsibility for stopping the game.

In the event of a Game being played for any One or Two Lines and, whilst checking the claim, it is found that the player has not only completed the One or Two Lines but has also completed the Full House, then that player shall only be entitled to the one or two line prize respectively. At least one additional number must be called before the Two Line or Full House Prize can be claimed.

The responsibility to stop the CPG remains entirely that of the Player.
When a claim is made the caller must be satisfied by making enquiry from the stage that there are no further claims. The claim(s) shall be checked and before the Game is closed the caller shall make one last enquiry for any further claimant(s).

All claims to be a winner of the One Line, Two Line or Full House Prizes or Jackpot prize or any other prize configuration as may be permitted by law are subject to validation checks and adjustment by the Organiser.

Should there be more than one winner for any of the Prizes, the prize money shall be divided equally between each validated win.

Anyone under 18 years of age is barred from playing the Cashpot Game.
For example: anyone in the opinion of the Manager who appears to be under 18 and fails, despite requests to do so, to provide proof that they are over 18 years of age (such proof may include a passport or driver's licence or such documentation that the Club Management feel appropriate). Any such person who would have otherwise qualified for any CPG prize will not qualify to receive such prize monies.

If a member club, for whatever reason, is not able to participate in a playing of the CPG after selling tickets, it will play a House Game and that House Game will be conducted in accordance with local House Rules and will be for the full net stake money.

NOTE:
The playing of a House Game under Rule 13 does not obviate the management's requirement to keep the winning ticket(s) and proof of payment of prize money.

In cases of dispute and as to the checking and validity of a claim, Meeron Ltd will instigate its Complaints Procedure, a copy of which is available on request from the Club Manager.

The distribution of prizes to be won in the Meeron Link Game will be decided by Meeron Ltd

If the Organiser is forced to abandon the Game, participating Clubs will play in-house Games.

These Rules are subject to the Gambling Act 2005 and any other amendments or regulations made hereunder. While the Cashpot Game is being played these Rules supersede any House Rules.

February 2009 These Players Rules supersede all previous Cashpot Game Players rules.
